80 restricted breeds a month

By Kevin Doyle - Evening Herald

Thursday October 09 2008

DUBLIN dog wardens are seizing 80 dogs per month, a large percentage of which are restricted breeds such as pitbulls and rottweilers.

Figures obtained by the Herald show that between January and August this year, 645 dogs were seized in the city.

And about 20pc of these were dangerous breeds which are deemed illegal.

There were also 92 out of hours calls during the period and a total of 275 fines issued.

The Dublin City Council statistics were released on foot of a request from TD Chris Andrews, who believes people are buying illegal dogs to intimidate their neighbours.

Speaking about the findings, he said that the number of restricted breeds "should be causing some concern".

While praising Ashton Boarding Kennels and Pound, which provides the current warden service, Mr Andrews said that there is "obviously an ongoing problem relating to the control of dogs.

"A lot of people feel these dogs are just intimidating, older people in particular, even if they are in muzzles or on leads," he said. "Anecdotally, I know there is a lot of concern out there about the restricted breeds.

"They are just being bought to intimidate people."

DCC introduced a ban on the keeping of 10 breeds of dog by city council tenants in July last year. Only tenants who had one of the listed breeds prior to the ban coming into effect may be allowed keep their dog, provided they are microchipped and neutered. The council does not directly operate the dog warden service but it is responsible for overseeing it.

In 2007, the cost of running the service was €367,902.27.

Normal working hours are 9am to 5pm, Monday to Friday, but an out-of-hours service also deals with around a dozen calls a month.

According to the DCC: "Most of the calls which are received out of hours and at weekends are from gardai regarding roaming 'dangerous dogs'."

In a statement they said: "The council remains steadfast in achieving its primary objective to ensure that our streets, parks and neighbourhoods are safe for people to walk and for children to play in."

Caution

But Deputy Andrews has warned that the council report "is only the tip of the iceberg".

"Coming up to Christmas, when people might be thinking about getting a new dog, it highlights the need for caution. People have to put more thought into these things."

He added: "How people could even imagine that a dog the size of a labrador is suitable for an apartment is beyond me."

In recent months, there have been a number of dog attacks in the city.

Three weeks ago, a postman was attacked by a pitbull and then assaulted by the dog's owner while delivering mail to a Dublin flats complex.

In June, an 81-year-old was hospitalised after being attacked by a two terriers. He suffered 20 bites during the attack in his back garden.
